Public Sector - Market View - Austria

Austria’s public-sector IT market is entering a new phase of transformation as government, healthcare, defense, and educational organizations modernize core platforms and increase investment in cloud, AI, cybersecurity, data, and digital services. PAC expects total public-sector IT expenditure to reach around €3.1 billion in 2026, with software and cloud platforms growing faster than the overall market.

Digital sovereignty is becoming more important, but Austria is taking a pragmatic approach. Public-sector organizations continue to rely on established platforms such as Microsoft and SAP while strengthening control over sensitive workloads, data, and AI. At the same time, legacy systems, budget pressures, skill shortages, and Austria’s fragmented public-sector structure continue to slow transformation.
