Top 10 IT Services providers in France: A Difficult 2025 Accelerating the Sector's Transformation
The French IT Services Market in 2025
After several years of sustained growth, the French market for digital services has slowed down significantly in 2025. According to PAC estimates, the IT services market declined by -1.8%, penalized by an uncertain economic environment, pressured technology budgets and investment trade-offs increasingly unfavorable to traditional IT service engagements. Many large companies and public organizations also continued cost-optimization programs and rationalization of their technology investments.
In this complex environment, most large IT services firms struggled, and the top six players in the French market all recorded a decline in their French revenues in 2025, as did 7 of the top 10 companies operating in France. This is largely explained by their heavy exposure to large enterprise clients, whose spending on digital services can serve as an adjustment variable when economic conditions deteriorate.
At the same time, artificial intelligence continues to deeply transform the IT services sector. The growing automation of certain activities, the industrialization of software development, and the emergence of new delivery models are gradually calling into question traditional business models based on time-and-materials billing. AI thus represents both a growth opportunity and a source of pressure on the traditional revenues of IT services firms.
Overall, the large IT Services providers, more exposed to global clients which have room to cut IT budgets in tougher times, suffered more than smaller players in 2025. That said, some IT Services providers managed to stand out and achieve growth in a declining market, thanks to their positioning on the most dynamic segments, particularly cloud transformation and cybersecurity.

Market leaders and performances in 2025
Capgemini remains, by far, the leader of the French IT services market. The group nevertheless experienced a difficult 2025, with an estimated revenue decline of 3.7% in France, due to persistent weakness in the manufacturing sector (automotive, etc.) and contraction in the energy and utilities sectors.
Sopra Steria consolidates its second place in the French market with a relatively resilient performance and an estimated revenue decline of only -1.1%. The group returned to growth in the fourth quarter thanks notably to an improvement in activity in the aerospace sector and strong momentum in the public sector.
Accenture retains third place on the podium despite a decline in revenue in an unfavorable context for consulting and transformation activities.
Orange Business, fourth, records a slight decrease in IT services, but Orange Cyberdefense remains a reference player in a very dynamic segment and posted growth of more than 6% in 2025.
Atos remains in a more delicate position than its main competitors despite the transformations it has undertaken. Continued pressure on several of its historical markets weighs on its activity. We estimate that its IT Services revenue in France fell by more than 10% in 2025.
The other Top 10 players had more contrasting trajectories. CGI and Inetum also suffered from the market slowdown and the caution of large customers. Conversely, Alten, IBM and especially Neurones posted revenue growth thanks to their positioning on the most dynamic segments (engineering, cloud, cybersecurity…) and solid execution. Neurones, in particular, thus confirms its ability to outperform the market year after year.
