Public Sector - Market View - Switzerland

Public-sector organizations continue to invest in enterprise platforms while selectively building sovereign capabilities where they improve strategic control.

  • Digital sovereignty is evolving at different speeds across the public sector. The federal government is building strategic alternatives through open source and the Swiss Government Cloud while maintaining Microsoft and hyperscaler platforms. Cantons and healthcare institutions remain pragmatic, with recent Microsoft renewals confirming the continued reliance on established technologies. Defense is moving furthest toward sovereign operating models, including the adoption of openDesk.
  • Platform modernization remains the dominant investment theme. Across government, healthcare, education, and defense, organizations continue to invest in enterprise platforms such as Microsoft, SAP, ServiceNow, and Oracle. While investment priorities differ between the subsectors, the long-term modernization of core platforms and applications remains the common denominator.
  • The winners are providers that combine technology expertise with local market knowledge. Switzerland’s decentralized procurement landscape continues to favor vendors that understand the requirements of the Swiss public sector and can support organizations throughout the transformation lifecycle. Companies such as Abraxas, ELCA, ti&m, and Swisscom are well positioned alongside global platform providers.
