Belgium’s Public Sector IT Transformation: EU Influence, Regional Strategies, and Federal Innovation
Belgium is undergoing a dynamic digital transformation, driven by EU funding, federal modernization, and ambitious regional strategies. This report explores how topics such as sovereign cloud, AI adoption, cybersecurity, and Green IT are reshaping public sector IT across the country.
At the federal level, Belgium is investing in secure digital infrastructure and administrative simplification. The launch of MyGov.be and a €55 million cybersecurity budget reflect a strong push toward modernizing public services. AI maturity remains low, prompting a €4 million consultation and the rollout of a national AI strategy. Defense spending is also increasing, with sovereign IT and smart surveillance systems aligned to NATO and EU standards.
EU institutions play a pivotal role, particularly through the Digital Europe Program, which has allocated over €8.1 billion to strategic areas like AI, cybersecurity, and digital identity. A €180 million tender by the European Commission for sovereign cloud services signals growing interest in EU-based infrastructure.
Regionally, Wallonia has adopted a transversal digital strategy for 2024–2029, focusing on data governance, AI readiness, and public service transformation. Brussels-Capital Region integrates digital goals into its Go4Brussels 2030 plan and Smart City Strategy, emphasizing e-health, open data, and sustainable IT practices. Flanders leads in tech investment, with Ghent emerging as the country’s tech capital. Its initiatives include a Data Utility Company, renewed AI Policy Plan, and citizen-centric digital services built on decentralized data ecosystems.
